Bath Citizen of the Year Antonio “Tony Dancer” Garreton is a well-known face in Bath who brings heart and soul into all he does, whether it’s empowering residents through exercise and dance or volunteering at community events. In a 2021 interview with the Times Record, Garreton, a native of Peru, said that he settled in Bath 17 years ago after visiting the state because “it reminds me so much of South America and the town I come from because you know your neighbors; people know and help each other.”

The joy and enthusiasm Garreton brings to Bath has been felt by many. Recently, during the peak of the COVID-19 pandemic, Tony organized a grocery drive and cooked meals to deliver to elderly residents, and, during the summer of 2021, the Mid Coast Youth Center thanked him for going “above and beyond” gathering school supplies for their summer Set for Success Event. He has also proved himself a supporter of our small business community through his volunteer work with Main Street Bath. These are a few examples of how Tony gives back to our community, and why we have chosen to nominate him as Bath’s Spirit of America Foundation Tribute.

James has personally taken it upon himself to research and share the history of York. Through the local newspaper, personal speaking events at the local library, Facebook and short written blurbs James has been able to ignite an excitement for local history.
The Town of York has been fortunate enough to be the location of a recent archaeological dig. James was not only fortunate enough to volunteer at the dig site but made sure the York residents were educated on the process and the findings.
James has dedicated his time in York to making sure history is available to all, picketing the removal of local history documents when they moved out of town. Always advocating for information to be non-proprietary and shared.
Currently James is assisting me as Town Clerk is digitizing our oldest records for the Town. His motivation is not self-serving yet to allow everyone to have access. To make sure the information is not locked up in my safe yet, available to anyone seeking the knowledge.
Connecting residents buried in the historic cemetery behind Town Hall to the offices they held in history is another project James is researching and compiling a database for reference.
James does all this historically important work not as a Town Employee but as a volunteer. A crusader of information and preserving the history of our wonderful town. I can genuinely say, the Town is a better place with him in it.
The legacy of James E. Kences will live on after him, just the way he would want it.

WHEREAS: Andrew is the Director and founder of the Heart of Maine Resource Center. The center, in partnership with the Piscataquis Regional Food Center, gives out about 3,000 pounds of food monthly to those in need.

WHEREAS: Andrew has coordinated for the Group Missions Work Camp to come to Dexter. At Group Workcamps, hundreds of teenagers from youth groups across the country repair and transform homes while deepening their faith and building new relationships with their peers and youth leaders.

WHEREAS: Andrew’s generosity reaches beyond his own community as he is on the Board of Directors of Central Hall Commons in Dover-Foxcroft. He is a member of the Village Green Collective, a group of New England pastors dedicated to planting churches in small New England Towns and is also a member of the Maine Highlands Working Community Challenge Organization. This organization strives to understand how poverty impacts the region and develops strategies for everyone in their communities to strive.

WHEREAS: Andrew is currently serving a three-year term on the Town Council and was elected as Chairman this year. Andrew ran for Council with the hopes to better the Town and see it move forward in a positive way.

Volunteer staff avoid underestimating potential risk to enhance emergency response in a highly effective and safe manner. Service calls increased 38% over the past calendar year, with the previous year 2019-2020 only had an increase of 3%. The increase of incidents came from the continuing pandemic needs for medical response for citizens. An increased need resulted with a high volume of support for medical response with less ambulances, staffing shortages and hospital demand in the region. Fire Chief and staff efficiently managed the budget and staffing concerns for the department with effective monthly scheduling, grant application, and health management. The Town Manager and Fire Chief would like to recognize the Staff of the department who continue to answer the bell and respond to the citizen emergencies with professionalism and pride.

Fire Department statistics for the calendar year include 1078 EMS call, 120 Fire response, and 75 service support response.

WHEREAS, Philip Brown is hereby recognized as the 2022 Westbrook Spirit of America Award recipient for his decades of community service for the City of Westbrook; and

WHEREAS, Phil has served on the Zoning Board of Appeals for the City for the last 35 years, serving in the capacity of a member, as well as Chair; and

WHEREAS, Phil worked alongside his Westbrook community for 30 years at the Sappi (formerly S.D Warren) mill; and

WHEREAS, Phil continues to serve his local community in a multitude of ways, as Treasurer of the Westbrook-Warren Congregational Church tracking government grants, employment and tax regulations, insurance policies, and bank accounts. He is a board member for the Cornelia Warren Community Association, whose mission is “to promote betterment programs for the citizens of the City of Westbrook, Maine” and in being an active member of his local Kiwanis Club, committed to helping the children of Westbrook; and

WHEREAS, Phil has helped organize local events for the community and church congregation, such as bean suppers, and community meals, helping to ensure that residents of Westbrook and beyond have a sense of community and togetherness; and

WHEREAS, quietly & humbly, Phil has been a star model of what it means to be a community member. Never seeking attention or praise for the work he contributes, but instead he finds joy in knowing others are cared for. Phil has been described as “a dear friend & dedicated worker.”

At 22 years of age, Carson Veilleux is the 10th and youngest recipient to receive this award. Carson has always well represented his community; having graduated from Forest Hills Consolidated School in 2018, he was known for his academic excellence and much admired for his many local and state Golf Championships. Being the smallest player on the Varsity Basketball team, few will forget the 3 pointer shot he made in the final second of the game that took his team to a State Championship!

During summer vacations from 2016-2018, Carson worked for the manager of the Moose River Golf Course (owned by the town and leased each year) and learned the skills required for course maintenance. With that knowledge under his belt, he went on to assume the lease and management of the course from 2019-2021. Carson worked every day from dawn to dusk and single-handedly assured that hardly a day went by when the parking lot was empty!

Carson graduated Cum Laude from the University of Maine at Orono in May of 2022 with a degree in Mechanical Engineering and is now enrolled at the University of North Carolina to pursue a graduate degree in Aeronautical Engineering.

Carson exhibits the attributes required for success: dedication, determination, and perseverance in all endeavors - all performed with a quiet, unassuming, yet confident demeanor. The Town of Moose River is very proud to recognize this remarkable young man!

Rob has been a Selectman in the Town of Vassalboro for 19 years, has done so much to help his community over that span, and has chosen to step down. He’s making some life changes in the very near future and with his free time, he wants to enjoy life a lot more with traveling, camping, hiking, etc. You will recall that Rob is a co-owner of Natanis Golf Course who works from before sunup to sundown daily from late March to November when snow flies. Roy Andrews was born at his family home in Stow,
Maine in January of 1938. Roy often tells the story
that the doctor who assisted with his birth was paid
for with maple syrup.
Roy graduated from Fryeburg Academy in 1956.
In 1957 he entered the military serving in the Honor Guard Company stationed at Fort Myer, Virginia. He returned to the family farm in 1959 and later
became a partner with his parents.
Riverside Farms was recognized several times for
its excellence in dairy farming during the 1950’s
and 1960’s. Phil Andrews was involved in the Fair
and soon his sons Roy and Dick joined in. Roy’s
first job at the Fair was greasing pigs for the pig
scramble. This greasing is no longer done but the
Fair’s pig scrambles remain vital and popular.
Roy went on to serve as the buildings and grounds
superintendent and the general superintendent at
Fryeburg Fair. He was named a trustee in 1983 and
became the president of the fair in 2006. Under his
leadership, Fryeburg Fair, founded in 1851, continues to be one of the premiere agricultural fairs in
the country. Visitors come from all over the world.
Roy retired from Fryeburg Fair in December 2021
and at that time had been with the fair for 53 years.
His leadership and commitment to farming, agriculture, history and education has been instrumental in the Fair’s success. He always commends the
Fair’s very large group of loyal trustees and employees for the Fair’s agricultural popularity.
Roy is known for his commitment to the town of Fryeburg. He has served on the Fryeburg Town Conservation Committee; currently serves on the Saco River Recreation Council and is the President of the Pine Grove
Cemetery Committee; a member and past director of Fryeburg Fish & Game and a trustee emeritus at Fryeburg
Academy. After the Academy’s 2005 gym fire, one of the first phone calls then Headmaster Dan Lee received
was from Roy offering the Academy full use of Fryeburg Fairgrounds for all athletic needs. Roy remains President Emeritus of Fryeburg Fair.
Roy lives in Fryeburg with his wife of 45 years, Duddie Graustein-Andrews.

The 2022 Spirit of America Foundation Award, which promotes volunteerism,
goes to Jack Patrick White (Pat). Pat came to Palmyra in 1969 and has lived
in Palmyra ever since. He has moved three times within the town-first on
the South Ridge Road before moving to the Raymond Road and finally to his
current location on Main Street, where he lives and runs his propane
business.

Besides selling propane, Pat likes to grow vegetables. Four years ago he
decided to try growing pink pumpkins with the idea to sell them as a
fundraiser. So for the last four years, Pat has purchased and planted
seeds, and carefully tended to the pumpkins. He collaborated with fellow
Palmyra resident, Jo-Ann Brown, to decide where the money should be donated.
It was decided that the money raised should be donated to the Champion the
Cure Challenge. In the last four years, Pat has raised $12,205 to help find
the cure for breast cancer.

The annual event is held on last Saturday in September and has been promoted
on Channel 5 and Channel 2 News and in the Rolling Thunder.



Pat's Pink Pumpkins fundraiser has become a big event with people coming
from near and far to buy a pink pumpkin or two.

Farmington Grange #12, almost disbanding two years ago, has rallied in fine
fashion. Members kicked off a fundraising campaign to enable building
repairs and restoration of their meeting house with a yard, food and plant
sale in 2021 - the event was so successful that more were planned.
Estimates for painting, masonry and other repairs amounted to nearly
$40,000. Grange #12 applied for grants and sought donations; in addition to
making its facilities available for rent. Farmington Grange also
participates in a number of other community activities.

Bob Pelletier has been in the Knights of Columbus since 1953 as well as the
Lions club for 40 years, both out of state as well as in Maine.

As a Knight he has held the office of Grand Knight (the highest office in
the local council) and he has been and is currently Council #11376's Life
Director and Program Director (in which role he oversees the individual
Program Directors). Bob has traveled to Augusta and other parts of Maine to
show support for Pro Life causes.

He helped raise funds for the construction of St Maximilian Church in
Scarborough.

A highlight of his KofC involvement is that Bob has been named Maine Knight
of the Year, a state award of the Knights of Columbus.

As a member of Lions, Pelletier has held the office of Solicitation
Director, Secretary of the local club and done much more to contribute to
his Lion club's success.

He is heavily involved with the local Republican Party.

He volunteers for the Maine Lakes Environmental Association during the
summer.

Recently he was working at the Bridgton voting Poll.

Bob is also member of one of the ministries at our church

He was a member of the Wells Maine Chamber of Commerce when he owned a
business in that area.

He even held a district office in the Rotary organization.

Maybe there is a clone of Bob Pelletier somewhere, as he seems to be
everywhere. I wish I had his energy."

Roxanne E. Herrick
for commendable community service.
Be it Resolved by the Select Board of the Town of Limington as follows:

Whereas, Roxanne has volunteered in the Limington Community in various positions. She was the treasurer of the Limington Youth League, Sunday School Teacher at the South Limington Free Baptist Church, Library Volunteer at H. B. Emery Jr. Memorial School and currently an Election Clerk for the Town.

Whereas, On March 7, 1992, Roxanne was elected the first woman Select Board member in the Town of Limington, defeating the incumbent with 625 votes to 216. In her three years on the Board, Roxanne was instrumental in implementing the purchase order process, Rescue billing, the closure of the Town Dump without costly D.E.P. monitoring, and fair General Assistance practices. Roxanne’s motto was, “You have no friends when you’re a Town Official, everyone is treated the same.”

Whereas, from April, 2001, through June, 2021, a 20-year tenure, Roxanne was hired as the Select Board Assistant & Bookkeeper for the Town of Limington. During her term on the Select Board, Roxanne had done the bookkeeping, taken an Assessor class and gained necessary knowledge to make her the perfect candidate for this position. Roxanne guided 17 different Select Board members through their terms in office, exemplifying the duties of the Board. Her bookkeeping was so meticulous that any question of how the taxpayer’s money was being spent could be answered in a flash and this was also incredibly helpful when dealing with FEMA reimbursements and other situations of this sort. Roxanne dedicated many more hours to the Town then she was compensated for. Limington can say we have never had a Town Manager, however, Roxanne was all of that and then some. That is why we feel that she is deserving of this award.

Be it Resolved by the Select Board of the Town of Limington that Roxanne E. Herrick is hereby recognized for her outstanding achievements and honors that she has brought upon this community with the 2022 Limington Spirit of America Foundation Tribute.

This year Branch Mills Grange #336 will present the Spirit of America Award to Sharon Nichols, who recently stepped down from her volunteer work on the Board of Trustees of the Palermo Community Library. The members of the Grange would like to express their deep appreciation for all the time and effort Sharon has dedicated to the Library as a Board Member and Chair since 2014. As a result of her considerable efforts, she leaves an indelible mark on the Library, both in function and form.

Functionally, Sharon Nichols elevated the library’s standards to ensure it has been consistently designated as a certified public library by making sure it was in compliance with all regulations. And with her vision and grant-writing skills, her imprint on the physical form of the Library will be enduring. From paving the parking lot and drilling a well, to getting new computers and a 3-D printer. The most impressive marriage of vision and grants, however, was in securing funding to install air conditioning and an automatic generator which resulted in the invaluable community service of providing a Warming, Cooling, and Charging Center for Palermo.

So, while it was sad to learn of Nichols’ resignation from the Board, it was also with undying gratitude for all she has done in service to the Palermo Community Library and our community.

The town of Plymouth has awarded Laurie Berube Giles the Spirit of America Foundation Tribute Award. The tribute is presented in the town for Commendable Community service.
Laurie grew up in a musical family in Shawmut. She has lived in Plymouth for twenty-two years with her husband Steve and son Jonathan and is an Adult Education teacher for RSU 19. Laurie was a member of the Marsh River Theaters Community Singers and Players in Brooks, for over 20 years. Laurie has sung at our town hall for various charitable and holiday events. Laurie along with her husband Steve help and manage the food cupboard, she can be seen making deliveries to homes when they are unable to come to the food cupboard at Emmanuel Bible Baptist Church, where she is also a member of the choir.
Laurie has a love for town history and is a member of the Grange Restoration Committee, she helped start the Kidsville Community Library where she enjoys ordering books for the young readers. The Community has enjoyed the paint classes she organizers along with the stretch classes for 60+. In her spare time she enjoys walking trails and reading a good book preferably on her deck or a beach. Laurie is appreciated for her volunteering and the benefits the community receives for it.
Laurie is now listed with our past volunteer winners, Linda Currier, Jerry Dunivan, Kristina Wheaton and Kathy Condon. The more you volunteer, the more benefits you will experience.

WHEREAS, The Naples Community Resource Council safely provides nourishing food weekly, to residents in need.

WHEREAS, The Council generously assists families through their Back Pack Program presenting each child a backpack full of school supplies.

WHEREAS, The Council builds community spirit and hope through their Thanksgiving Meal Program providing a complete holiday meal to local families.

WHEREAS, The Council offers food security to children through their Kidz Pacs Program distributing food packs before planned school breaks.

Allison Brooks has been a volunteer with the Jefferson Area Community Food Pantry for the past five years. Just before the COVID pandemic hit, she became the chair in 2019.
She had always wanted to volunteer for the pantry. The school librarian Sally Oliver told her they needed volunteers, as the aging volunteers were no longer able to carry 50 pound boxes. So she showed up just to carry bags.
The Jefferson pantry serves well over 200 people. They are open twice a month. “It is shocking the number we are feeding,” Brooks said.
She estimates 60% of the pantry patrons are retirees, who have an enormous amount of medical bills. The pantry has seen a shift of younger families in the past few months, due to rising prices.
She started the Jefferson Community Page on Facebook. The page gives Jefferson residents a platform to let others know what is going on in town from missing pets, fundraisers, packages delivered to wrong door, giving free stuff away, asking where then can find services such as lawn mowing, furnace repair, car repair etc.
Brooks also serves on the Jefferson Village School School Board, which “takes up an enormous amount of time, but allows her to help make school policy, and hire persononnel.
She works for Farrin's Properties selling real estate, which she calls “the job of her dreams.”
In her spare time she raises 30 laying hens. The dozens eggs they produce are given to family and friends, and to the Jefferson pantry.
She also raises flowers and shows them at Union Fair, to help them fill their exhibition hall.
The Jefferson Market and Grocery has named a sandwich after her, “Don't Tell Allison)
She said her “hobby is to just be kind. I want a better world. If you want it you have to show it. I went around the world, and Jefferson is the best place to live. I want to make it a better place for all of us.”
She was a military kid, traveling around the world. “ My roots run deep. I did not fit in anywhere else, but I figured it out and moved home.”

Bonnie and David epitomize the spirit of community service which goes to makes St. George special. From the moment they became full-time residents in Tenants Harbor in 1997, they immediately became involved in several local groups and organizations.

For over 15 years Bonnie coördinated the volunteers at the Jackson Memorial Library, and still continues now as a volunteer behind the Front Desk. Bonnie also is a familiar face at election time, when she volunteers as an Election Clerk.

David has volunteered at the Marshall Point Lighthouse for more than 20 years, and for many of these years coördinated the volunteers there. Since 2017 David has served as an active member of the Budget Committee.

Both Bonnie and David are volunteers on the Town’s Shelter Committee.

When you begin to consider the list of influential people over the last 20 years in Lisbon, it doesn’t take long to have the name Austin circle to the top and not just alphabetically. Tony and Traci Austin have been involved in bettering our community for over 20 years and their impact has been felt far and wide.
Tony Austin served as President of the Lisbon Junior Athletic League for over 13 years. During that time, he coached numerous teams from Tee-Ball to Cal Ripken. Tony is renowned for his ability to motivate players and volunteers alike to achieve great things. Tony told his kids that they “had what it takes to win it all and go to China”. No one is sure why China, but it worked, and those kids played hard every game. Tony was instrumental in the creation of the new Lisbon field complex creating a valuable community asset that serves hundreds of kids each year.
Traci is no stranger to community support either as she has served on the Lisbon School Committee for the last 16 years, serving as Chair for the last 11 years. During her tenure, she was instrumental in the approval and construction of a new High School Gymnasium and has been working diligently on getting lights installed at the Lisbon High School Football field, a project that is well on track to completion. As a parent and sports fan, she also volunteered countless hours as a member of the Lisbon Athletic Boosters from 2014-2020 providing support for everything from the Snack Shack to decorating for the prom.
These herculean efforts would be enough for community wide recognition but the best was yet to come. In 2017, the historic Kennebec Fruit Company otherwise known as the Moxie Store was at risk of being demolished or sold to a developer. Tony and Traci, admittedly knowing very little about the restaurant business, took a life changing risk and purchased the building, renovated it and opened Frank’s Restaurant and Pub. Here, Tony and Traci continued to consider community and hired local high school graduates and employees with diverse needs who had been considered unemployable elsewhere.
Franks was not your average restaurant. Focused on providing a family atmosphere and celebrating the history of Lisbon, Frank’s quickly became THE local place to gather with friends or celebrate a special occasion. Not resting there, Tony and Traci continued to give to Lisbon. In addition to providing housing opportunities on the second floor and a first class restaurant, Tony and Traci used their new resources to hold multiple fundraisers for local and regional organizations such as the Dempsey Center and Lisbon Unified Basketball to name a few. These events contributed thousands to these and other valuable organizations. Frank’s remains a key part of the Lisbon community and is credited with being a large part of the rebirth of the Lisbon Main St business community.
It is clear that Tony and Traci Austin have invested more than just finances in Lisbon, they have invested their heart and soul in an effort to make Lisbon a better place to live, work and do business. They embody the key attributes and passion that exemplify the Spirit of America award. We are honored to announce them as the 2022 Lisbon Sprit of America Award recipients.

Whereas, The Sebago Warming Hut has been committed to the betterment of the
Town of Sebago residents for over 15 years, including the time it was housed
in the basement of the Sebago Town Hall.



Whereas, The Sebago Warming Hut has long embraced volunteerism and thereby
the underlying values of The Spirit of America Award.



Whereas, The Sebago Warming Hut is made up of both a Food Pantry and a
Clothes Closet.



Whereas, The Sebago Warming Hut is and always has been made up of volunteers
who have consistently been at the cornerstone of creating, organizing, and
providing community services related to food and clothing security.



Whereas, The Sebago Warming Hut volunteers exemplify the meaning of
volunteerism and have unselfishly given of their time and energy to others,
helping to serve clients, helping with food pick-ups and deliveries, sorting
and organizing food and clothing donations, assisting people with their
selections, stocking shelves, coolers and freezers and other necessary
tasks, including a Backpack Program and holiday food baskets.



Whereas, The Sebago Warming Hut has continued to provide a stable resource
for members of our community who experience food and/or clothing insecurity
even during times of related Covid complications.



Whereas, The Sebago Warming Hut currently partners with the Good Shepard
Food Bank, the Mainers Feeding Mainers Program, the Wayside Food Program,
the Commodity Supplemental Food Program, Hannaford in Bridgton, the U.S.
Department of Agriculture's TEFAP program, local farmers, local businesses,
local organizations, and individuals.



Be it Resolved, by the Selectmen of the Town of Sebago, that The Sebago
Warming Hut is hereby recognized for its exemplary citizenship and
outstanding achievements and honors brought upon this community, with the
2022 Sebago Spirit of America Foundation Tribute. Be it further resolved
that a copy of this resolution be appropriately framed and presented to The
Sebago Warming Hut, for appropriate display.
